In this case, the issue was that the administrative act was not grounded, particularly the Road Traffic Police was obliged to compare the characteristics of the offense with those of the driver, however, the latter was only satisfied with a mere statement that the driver had violated the rules of stopping.

The Administrative Court of the RA /by judge A. Harutyunyan/ in the administrative case VD/7105/05/16 satisfied our claim and provided that the questioned administrative act defining administrative liability should also contain a specific provision of a legal act for setting out an administrative liability.

The reference to the relevant article of the Code of Administrative Offenses in the contested decision was insufficient to consider that the legal provision defining liability was mentioned and the person concerned is liable.

Based on the above-mentioned findings, the Administrative Court of the RA declared the act as invalid.
